Scope
- Personal documents only — no land documents. PWD certificate, caste certificate, income certificate, etc.
- Triggered when profiling marks the member with a status (e.g. PWD) but the certificate is missing.
- Question set is the same across documents — no document-specific branching.
- No recurring follow-up — just status updates.

Improvement opportunity
Today the surveyor manually moves a member Scheme → Document → Scheme. The pitch is to auto-trigger Document Application from the Scheme flow when a required doc is missing — see P5.
